how do i get the police department to investigate into a second degree battery case that my 17 yr old was accussed and arressted for when since his arrest I have been able to get statments from the witnesses saying what the report says is not true

Discretion to prosecute is with the DAs office. The sheriff's office does an initial investigation and submits a report to the DA who decides whether to prosecute and the charges.
The fact you have witnesses that dispute the alleged victims version of events is a matter of credibility for trial.
