Legal Question in Criminal Law in Louisiana

I have been in the family court for seven years, every other Mo. I believe ex should have been in criminal court facing charges.What can I do? My three small children at the time we left my then husband to the womens shelter, because of abuse. My daughter told me I should go see her brother, He was supposed to be using the toilet, My ex. lured him over to the shower and my son was playing with his dads penis, It was a full fledge erection( they were laughing son was three. not funny) My ex has also stuck a wooden match stick up my then babys bum, My ex. used to get full fledge erections every time he would hold the children on his lap.. My list goes on What do you think? Also my ex on one of his court ordered visits grabed my son by the penis hard,( It hurt he said, bad) and shoulder and threw him out of a swimming pool.
