Legal Question in Criminal Law in Louisiana
what to do now
my friend has been incarcerated for 15 months without speaking to an attorney even though the judge has instructed him to do so. Is there anything that can be done?

Did the judge instruct your friend to speak to an attorney? If so, why hasn't he? If the Judge ordered the public defender to meet with him, then you or someone on his behalf needs to contact the judge about that. And, 15 months is probably more than he would have to serve unless it is really a terrible crime.
