can a inmate file for 5gl.3(b) pre-trail detention credit after he's exhausted all of his pretrail appeal? and What avenue should he take in doing this after being incarcerated for 19 years

The judge should have ruled if the defendant was given credit for time served. If he/she didn't address it, a motion to consider whether time served prior to trial should be credited could be filed in a motion to reconsider sentence. It is very likely that after 19 years, the court will refuse to hear it.
