Is there a law regarding the amount of time a judge has to make a rulling on a case?

The Supreme Court mandates that a Judge must rule on a case within 30 days. Any case that has been under consideration for more than 30 days must be reported by the Judge to the Supreme Court and an explanation must be given by the Judge for the delay. In fact, there is a provision in the law that a Judge's salary may be suspended if the Judge has had a case open for over 30 days and the Judge refuses to rule on the case.
