Does New Orleans have a loitering ordinance and where can I view it

The answer is yes. However, you should make
an inquiry from both the City Prosecutor and/or City
Court, as well as from the District Attorney and/or
District Clerk of Court (Orleans Parish Clerk of Court,
Criminal Division) and at least ask whether such
prosecutions are handled under a state statute or
a parish/city ordinance. Either way, then you should
go to the Parish and/or City Library and ask for help.
Also, you can call the Louisiana Supreme Court Library
ask the Librarian there is he or she will help you
obtain a copy of the ordinance or statute. Further, I
