Legal Question in Criminal Law in Louisiana

A person that is on crack, is just standing there minding his own business a man walks up to him and ask the crack head where to purchase some dope, not thinking correctly the drug addict tells this man that he will go and get the dope for him and bring it back, but you need to pay me 40.00 to do it. The man agrees, so the drug addict goes and gets the drugs, brings it back the the man and sells it to him, come to find out a month later the drug addict, who went and got the drugs was for a undercover police officer. The oldest trick in the book now the drug addict has a 130.000.00 bond on him and could be facing 10 years in prison. Is it legal for a undercover police officer to trick a drug addict into facing a least 10 years in prison.

Trick him? How did he trick him? The dope head did not have to do the deal. Maybe that is why he is called a dope head. From what you wrote, no one did anything wrong except the dope head.
