Does this qualify as petty theft?

I handed $100 to my uncle's friend to give to him because he was short on cash. She assured me she would give it to him. I have a witness..

The friend decided to keep the money and not give it to the uncle.

I have requested the money either be given to my uncle or be returned to me. She refuses to do so saying she is going to keep it because she had helped my uncle by giving him a ride.

My opinion is that the money still belongs to me unless she turns it over to my uncle.

Is this considered petty theft in some way? Certainly she should not be allowed to keep the money. Would this be criminal or civil? It is the principal of the matter.

It is both criminal and civil. The police may not arrest her, though. They may just tell you to file a civil suit. You can file suit in small claims court without a lawyer and the loser pays the court costs. You are correct that the money is yours, so you should be the one to file the suit.
