Can the defense inspect police personnel files?

It depends on the reason. A defendant doesn't have a right to that information and the police (here in Baton Rouge, fought such a motion recently when I was in court), I would expect would object to any request. However, I have a case in another parish where I'm getting ready to try, as the cop was arrested on a felony charge after he arrested my client.

Generally not. There would have to be an exceptional reason before a judge permitted such a release.
