how much time does the courts have to arraign you on misdemeanor charges?

They have a year to set the arraignment. Once they set it, they have instituted prosecution. If you miss the arraignment and they put out a warrant for your arrest, it won't go away. The state only has to set the arraignment to satisfy the prescriptive period ("statute of limitations"), they don't have to actually arraign you. If you missed your court date, you need to go back in and take care of it, even if it is an old charge, or they will arrest you and hold you in jail.
