A DWI carries two possible penalties and is governed under two separate agencies. The Department of Motor Vehicles controls the privilege of issuing or denying a drivers license while the Criminal Justice Department regulates and enforces crimes.

The DMV can deny a drivers license for a number of reasons. Did you complete all terms and conditions after sentencing for the DWI?

Mr Dumser, I advise contacting the DMV and finding out what specifically needs to be completed to get a license. If necessary, hire an experienced criminal defense lawyer - be sure it is one who has handled this type of situation and not just an attorney thinking he can do it because he does divorces or personal injury.
