If someone is stopped on a traffic stop and is found to have drugs in his system but no drugs in vehicle or on person, was never convicted and no license suspension (this was over a year ago) can he still be tried for this?

Tried yes. Which means he was charged with something. But did you mean charged? Yes to that too, but what he is charged with may be different.
