My children have been placed on homebound services for their school by their doctor. Can the school's principal call the doctor's office and request a copy of my children's charts? This is in Louisiana.

Not unless you signed a medical release allowing them to get their medical records. Otherwise, it would violate federal law for the doctor to turn over those records.
