jurisdiction over forged college transcripts?

I suspect it would depend on how the forged transcripts were used. For example, if they were used to gain admission to the military, that might be a federal criminal offense. If they were used to get a state job, that might be a state offense. If they were used to get employment, again, depending on the state law, it could be an offense.

Generally speaking, if you just created a forged transcript and print it out, lets say, that doesn't cause the law much concern. If you use that document and someone relies on it, then it can be considered fraud, or forgery, or in some cases, both. The local prosecutor would handle the case if it was a state offense, and the US Attorney would handle it if it was a federal offense.
