I live in louisiana. can a public school kick a student out for not living in that district and can i refuse to withdraw him?

Yes, they can. You must live in the district to qualify to go to a school. However, you can apply to the school board for a variance and get their permission to send your child to the other school outside of your district. You will need a good reason, such as you have another child at the other school, the other school is closer to your work, etc. The requests are often granted for good cause.
