Ok I have a friend that went to boot camp and before he went he made this girl pregnant. While he was in boot camp they broke up and she met someone new. She ended up moving in with this ''new guy'' and when the baby was born the baby's name was put as the father on the birth certificate. well now 2 years later the mother is back with the real daddy and the ''new guy'' just decided that he wants his name off of the birth certificate and nothing else to do with the baby. What my question is, what is the process of changing the babys name back to the real daddys name and how can we go about it, if the ''new guy'' is responsible for the cost of changing the name since he wants it changed and also should he half to pay back child support since the baby was in is name and he never helped with the support with the baby after him and the girl split, when it is in his name????????

The "real" father of this child should marry the mother and apply for intrafamily adoption. That would then cause a new birth certificate to issue and will show the real/husband father as the natural father and relieve the "old" guy of any further responsibility. To bounce this child around like this is terrible for the child and it deserves better.
