adoption law?

we are looking into adopting a 2yr old girl from tennesee. After both the parents sign over their parental rights, is there a span of time that they can come back and reclaim the child after we have started adoption proceedings?

If the adoption is done in Louisiana, then the surrenders are irrevocable when signed, unless there is fraud. I do not know Tenn. law.
