at what age can a child choose which parent they live with?

Legally, not until they are 18. However, if a change in circumstances necessitates a party to move to change a custody arrangement, the Court will consider the wishes of most children old enough to make a reasoned decision as ONE factor in making the determination. The Court will always decide on what is in the best interests of the child, though, not on what the child wants.
