name on birth certificate

I recently found out that I have a daughter. We took a DNA test and I am the biological father. The problem is that there is another man's name on her birth certificate. I want legal rights. The other man doesn't see her or pay child support and the mother has no opposition to me having rights. I just need to know what to do to get his name off and my name on the birth certificate? Is there a way to do this without involving a lawyer?

The only way I know is to adopt the child. You have all legal rights and if you need to you can get the court to grant you those rights, however, the state is bureaucratic about changing father's names on birth certificates. But call Louisiana Bureau of health and hospitals, vital statistics in Baton Rouge and simply ask the questions. Do what they tell you.
