Legal Question in Family Law in Louisiana

The birth parents rights have been removed by a judge in a court. We have adopted their two girls, it's my understanding that the blood grandparent (they have no legal connection to the children anymore) are asking for visitation. We have completed all court precedings and have completed adoption through the court system. Can the blood grandparent that made her decision not to raise the girls from the start get visitation?
