Legal Question in Family Law in Louisiana

My brother, who has joint custody of his children, being the custodial parent, got out of jail today. He endangered his children in many ways that have been documented prior to his incarceration. He is now demanding his children be handed back over to him by their mother, who can't afford an attorney and who also can't get free legal help for another month. What should she do? Give the children back due to the court order of joint custody, or keep them due to safety reasons?
