child abandonment/wanting to adopt

i know of this baby who is 3 months old and the mother constantly leaves her with whoever will keep her. the mother is a friend of my husbands cousins daughter. anyway she is a very unstable parent. she likes to drop the baby off for days at a time so that she can go have her fun. the baby is mixed. african american and caucasian.none of the girl's family wants the baby around because she is mixed and the father wants the mother but not the baby. this girl has a sister who has babies addicted to drugs and sells them from what i have heard. all i want is to be able to adopt her legally. my husband and i want her very much. please help us or tell us what to do if you can

If the mother will not surrender the child to you for adoption, try to get her to leave the child with you. Become the permanent baby sitter, and then you can work on custody and/or adoption. If that cannot happen, then you have an obligation to file a complaint with child protection. If you do not act quickly, this child may be dead or at least physically or sexually abused. Once OCS takes the complaint, you can offer to take the child. You may have to go through the foster parent classes, but it will be worth it. Please act swiftly and keep me informed on how it is going. I work for child protection, and if I knew more about this child, such as where she was and/or who the parents are, I would be obligated to start the investigation. In this region alone in 2008, we buried 13 children no one helped.
