Legal Question in Family Law in Louisiana

A child is born and the biological father and the mothers husband sign the birth certificate. The biological father signs over his rights and the child receives the husbands last name. Under Louisiana law, does the biological father have to pay child support ?

If his rights have been terminated through the court, then no support is owed. Merely signing a surrender does not terminate the obligation.
