Child Custody and First Refusal

Can you please explain what right-of-first-refusal means and does it include immediate family members?

To me, right of first refusal means that the parent not having the child at a particular moment, has the right to be informed whenever the parent with the child wants to leave the child at day-care or with a babysitter. The second parent would then have the right to keep the child instead of a babysitter, or decline to keep the child. Anyone can have that right if agreed to by the parties, and grandparents are often granted that right if at least one parent agrees.
