Child custody

My son's father is in another state and has not paid child support or even tried to contact him in almost two years. How can I go about getting his rights terminated for free or cheap.

I do not know of a Judge who will simply terminate a father's rights unless there is another man who is stepping in as father. This in effect makes the child a bastard. There are too many reasons to keep the father liable for the child even if he does not see or support the child. There is no reason to terminate the father's rights unless a new spouse wishes to adopt the child.
