Child Support Arrears

My ex is now in child support arrears for a very large sum. The state says there is nothing they can do as long as he pays something each month. How can I get what he owes me and the kids? This has become very frustating and How can he get away with it without going to jail. It is the same as stealing.

The state should be able to garnish his paycheck up to 50%. They can sieze tax refunds. They can suspend all state licenses.

Is it the DA or child welfare saying this. Whoever it is, go over their head.
