If a father received SSI benefits, why isn't he entitled to pay child support?

Child support begins with the calculation of each parent's GROSS INCOME. The definition of GROSS INCOME is found in Louisiana Revised Statutes Title 9 Section 315 (LSA R.S. 9:315). Under 9:315 C.(3)(d)(i), GROSS INCOME "does not include", among other things, SUPPLEMENTAL SECURITY INCOME.
