This is less of a legal than a prectical question. Louisiana Child Support Enforcement is run not by the lawyers but by the clerks. Often the only way to get past the bureaucracy and communicate with human intelligence is to put the hearing officer or judge in the room.
Also, with Support Enforcement involved, it is not simply a civil matter. Failure to appear can result in a bench warrant for your husband's arrest.

You and your husband need to show up and tell the Judge/hearing officer the facts. However, do not be surprised if they want all the food stamps and medical bills re-paid. If he was paying you support and all your bills while you were separated, why did you need food stamps. Having your neighbors pay for your food and medicals when the father should have is not fair to your neighbors.
