what is my easiest and least expensive way to sign my parental rights over to my ex?

A simple document transferring sole custody to the other parent is all you need. But remember that you are still obligated for child support especially if the child is receiving state support assistance. No court will allow you to terminate your parental rights unless there is another man who is about to adopt and take up your obligation.
