My daughter is 18. She wants my current husband to adopt her so his name will be put on her birth certificate instead of her bio dad. My current husband had raised her for 13 years

They can do an adoption by affidavit. It's a simple affidavit that can be filed with the Clerk of Court. There are lawyers who will do this for a fairly low fee.
