i have been married aprox. 6 months. i want a divorce but my husband refuses to sign the papers. what's my next step. this marriage has never been consumated. he is to old and unable to perform. can i get an annulment?

Contact a lawyer. The fact that he "refuses to sign papers" is meaningless. It is easy to get a no-fault divorce in Louisiana. An annulment is more complicated and expensive.
