What does domicile parent mean? Does this give the right to dictate where the children can visit?

Domiciliary Parent means the parent who supplies the permanent domicile. It is the parent who is "not granted visitation" because the child lives with them. The parent who is not the domiciliary parent has to have their rights with the child specified.
