Can I use download the forms on the internet, filled them out, and submit them to the court where I resides or do I need an attorney to partion the courts?

Your question sort of answers itself. Yes, you can use forms from the internet, if you like. However, those forms will almost always be incorrect for Louisiana law, since Louisiana is the only civil law jurisdiction in the country and every other state is a common law jurisdiction. The forms will almost certainly be wrong and you won't know enough about the law to know the difference. You see, you don't partition the court. You petition the court to partition property. Legally, you can do what you are saying. You are a complete fool if you do it, though and I am 100% certain you would seriously regret your decision. Going to court without a lawyer is like going to a gun fight without a gun. Hire a lawyer!
