What does this mean: it is further ordered, adjudged and decreed that there be judgment herein dissolving the community of acquets and gains which exists between the parties, retroactive to filling of the petition for dvorce on (date) and reserving the parties rights to partition the community of acquets and gains existing between the parties?

It means that, beginning on the day the divorce was filed, community property ended, that any new property or debt was separate, and that the couple is free to divide up any remaining community property, either by agreement or by litigation.
