can my father prevent me from moving in with my mom.. im 17 and they are divorced with joint custody

Yes, if she is the domiciliary parent. If the Judgment of the court makes your mother the domiciliary parent and sets up a "visitation" schedule for your father, you must follow that Judgment until you turn 18. However, your father can petition the court to modify the Judgment so you can live with him. You can't make the decision for yourself as to which parent you want to live with, as you are still a child in the eyes of the law. However, as you are 17 and nearly an adult, the Court will take your wishes into account and will give your wishes a great deal of weight in deciding where you should live.
