Legal Question in Family Law in Louisiana

My fiancee' and I live in Louisiana. He has sole custody of his son from a previous marriage. We are thinking of giving back custody to his ex-wife. He wants to draw up papers designating a specific amount of child support that he knows we can afford because we both know that the courts will make him pay more than we can manage. His ex-wife lives in Pennsylvania. We know she will agree to any offer, but we also know that she will have to child put on Medicaid and will also get Food Stamps. If there is a set amount of child support already in place, and these documents are legal, can the state of PA still come after my fiancee' for what they have provided?

I hope you never have children with this guy and get divorced because you are seeing what you can expect. I do not know of a reputable attorney who will help you and he deny the support his child needs. First he abandons his child who has custody of, and then he refuses to support him as he should.
