Legal Question in Family Law in Louisiana

My friend's live in, father of her two children, recently left. He has not checked on the children but twice. He has not offered to help. He is denying the youngest is even his. She has a previous order from Texas stating visitation and child support on one of the children. My friend has found out he is living with the woman he was cheating with. They came to my friends house with a police officer to take the oldest child for the weekend per the texas order. My friend was horrified because of the stranger's house her son would be in and she nor the child has been away from eachother before. Since they live in louisiana now, if she chose to not let the child go per the Texas order, would the contempt charge have to go thru the texas court, or could a Louisiana judge do this?
