Which governemnt employees have a right to second guess a court decision?

In Louisiana, a child custody employee canceled a father's court order to pay child support, because she got a phone call stating that the baby was not living with the one the child support was going to. So, from what I know, this woman told the father not to worry about child cupport anymore.

I am not sure what you are asking, but understand that a court order can only be altered or dismissed by that court, or one of higher authority.
