Grandchildren/one parent deceased/other parent gone
My sister has in her custody 3 of her grandchildren. One child is diabetic with a ''mentally
challenged'' mother and the other two have a deceased father and a ''missing'' drug addicted
mother. We need to find out if there's anything we can do to get custody of these children
given to her so we can make sure that they are enrolled in the proper schools.

File for custody in the appropriate court.

If you feel the children are in danger, you may want to contact Child Protection.

Yes she can file against the living parents for custody of the children. Contact a family law attorney. The standard for the court is the "best interest of the child". I have successfully represented grandparents, aunts and uncles in cases like this.
Child protection will not be concerned if the children's physical needs are not neglected.
