grandparent's rights

if biological father's rights have been terminated, do the grandparents still have rights?

It depends on how the termination took place and if it really is a termination. If the State terminates, then the grandparents have no rights. If it was for an intrafamily adoption, the same applies, but if you know the mother, then she might allow visitation.
