Hearing officer's decision???

My husband is a non custodial parent.The mother of his child ( ex-girlfriend) filed for modification. She provided the hearing officer with handwritten receipts for daycare expenses. When my husband requested to verify it, the hearing officer called the number that was provided, however, no one answered ( that should have been a red flag: no one answers the phone at daycare in the middle of the day?) However,the hearing officer proceeded anyway, and ordered the payment $560 ( his income is only $1800). Is he now obligated to pay this ''recommendation'', or could he wait til his scheduled court date to speak to a judge?

He has 10 days from the date of the recommendation to file an appeal or that recommendation becomes the judgment of the court.
