Child support enforcement probably had him obtain insurance for them.
Are you asking whether if a father buys insurance for his child, is that harassment? Is he ordered to pay child support by a court? If he pays it, is that harassment? Use the darn insurance and quit asking the American taxpayer to pay for your children's health insurance. And if he is behind on his child support sue him for that and put him in jail if he fails to pay. When "medicaid" or the "government" pays for anything for you and your kids, it is your next door neighbor paying for you and your kids.
