Legal Question in Family Law in Louisiana

My husband is trying to get custody of his younger brother and sister. Their mother passed away and the father is in prison for life. The kids are 13 & 12 and are currently not with a family member. How do we go about trying to get custody?

File for custody. You do not say who has custody of the children, or more importantly, whether the state of Louisiana has custody.
