joint custody children

step daughter is divorced with 2 children. ex husband is very abusive to her, she lives with his mother so no restraining order is available. she wants to take the children to tx to live with us. will she get arrested for kidnapping. police are aware if his abusing her. he told her, i will do what i want to do to you before the police get here. please help

I don't understand your inquiry to infer that custody has been determined by a LA court. Your daughter is the mother of the children and has an equal right to their possession in the absence of an order. She can take the children and visit you in TX or decide not to return. At that point, she can consult with a lawyer to determine her next legal steps.

She should see an attorney and get her advice from that attorney after (s)he has reviewed the custody documents.
