Legal Question in Family Law in Louisiana

After Katrina I gave what I thought was temp. domicile custody to my twins father so they could start back school. He has been in contempt every since and I fought for a year with no change in custody plans. I have been battling cancer for two years and he did allow our kids to get on the same schedule as his step daughter which was not very different. All of a sudden I am not able to communicate with my children, cannot communicate with the step mom and he is in contempt of every "co parenting" guideline we were giving. I am on disability at this time due to lung/brain cancer and all I have wanted was to spend more time with my children. He is not involved with any school activities. He allows his wife to remove them from school to a different school and then move them again. Is this a case Legal Aid would consider. All I want is to go back in front of the court social worker. I fought so hard a few years ago and had a terrible attoney who would not stand up for me in court. Being on disability as you can imagine my funds are limited. My ex husband draws the disabilty on our twins, who are getting ready to turn 12. Thank you for any assistance you can offer.
