Late support payments; custodial parent punishes child?!?

I am a noncustodial parent, working with Support Enforcement Services to get my child support payments to my ex-husband current. My son, M., resides with my ex/his dad and new stepmother. Dec. 5 is M.'s 17th birthday. I gave a fancy, wireless, internet-ready cellphone to him as an early gift, and THE STEPMOTHER, now, not the biological father, has taken the phone/gift away from my son. Her reason? Because *I* am ''behind'' on my court-ordered child support payments (which, btw, last time I checked, did not include her name anywhere, go figure!)

We all know what's wrong with this picture. What can an economically-challenged non-custodial parent do?

I'm sorry to say that this a sad situation, however, I can't think of any remedy you would have in these circumstances.
