Legal Question in Family Law in Louisiana

I live in La and the mother of my 4 year old daughter has taken her and I think they are in TN. I have had no way of contacting them, her cell phone is disconnected. The only legal document I have, is the paternity test showing that she is mine. Is this Parental Kidnapping or Parental Abduction? Do I obtain a lawyer where I live in La or obtain one in TN?

This is not kidnapping. You should have filed to set custody, visitation and child support. If there is no existing Judgment to violate, there is nothing to sue her for. Had you been married, then that is a different story.
