Legal Question in Family Law in Louisiana

minor leaving home

I have a friend that is 16 yrs old with a 1 month old baby but still lives with mom,can the grandmother say what goes on with the month old and does the ninor have to continue living with the mom if she does drugs and does the mother of the 16 yr old have say so about the 1 month old?

I assume it is the grandmother who is doing the drugs and not the 16 year old. Contact office of family services and tell them the problem and offer to keep the 16 year old and her child.
