If my mom own the house but 1/3 me my sister n brother own. She passed away can we rent the house out

You can only rent the house out if 100% of the owners agree to do so. If you can't get 100% agreement on how to use the property, you can file a petition to partition (split up) the property (which would mean to sell it in your case). The Court would order a sale and might allow a renter pending the sale.
