Legal Question in Family Law in Louisiana

My mother and father are divorced. My mom has custody of my 13 year old brother. My father has custody of me (18 year old college student living with him) and mys siter (16). My mom threatened to sue for child support. Can she do that, even though they both have a minor in the household. And also my mom is a part time employeed, and is in college herself, but lives with a partner that is isnt married to or anything, but her partner makes more than my father in a year. And my grandfather sends here money on a monthly basis. My dad makes on average 35,000-40,000 on commission a year. Can he file for child supprt on my sister, if my mother sues for child support of my brother? And since I am living at home while going through college, can he file for it on me too, to help with tuition?
